Xiamen is a Special Economic Zone (SEZ) that enjoys both provincial-level authority in economic administration and local legislative power. It is a central city among the economic zones along the western coast of the Taiwan Strait. ◆The system of “One zone with several parks”
There are seven parks in the Xiamen Torch Hi-tech Industrial Development Zone: the Torch Hi-tech Park, the East Industrial Area, the Tongji Park, the Information & Photoelectronics Park, the Pioneering Park, the Software Park and the Beijing University Biological Park.

◆Major industries
The Xiamen Torch Hi-tech Industrial Development Zone specializes in five major industries: electronics, photoelectronics, electrical engineering, biological technology and software.

◆Favorable conditions for investment
The promulgation of government regulations and statutes such as Regulations for Hi-tech Industrial Parks/Zones in Xiamen Special Economic Zone and Procedures for Encouraging Returned Chinese Scholars to Work in Xiamen has created a favorable environment for the development of new and hi-tech industry in Xiamen.

For foreign business to settle in the Torch Hi-tech Industrial Development Zone, the zone provides streamlined “one-stop-service”, assisting the investors in project application, business registration and tax registration. There are service units offering service in industrial & commercial administration, taxation, banking and others. There is also working a station for returned Chinese scholars.

A special fund of over 30 million Yuan has been allocated every year from the zone’s finance to support technological innovation, development of new and hi-tech enterprises and promotion of science and technology in trade.

The zone’s Storehouse & Delivery Center, which covers an area of 10000 square meters, functions both as a common bonded warehouse and an export supervision spot.

The zone has been accredited with ISO14001. Its infrastructures are getting better and approaching perfection day by day.

◆The Investment Service Center is a professional organization under the Administrative Committee of the Xiamen Torch Hi-tech Industrial Development Zone. It is committed to provide free-of-charge “one-stop service” for investors throughout the whole process of investment. This includes helping them to complete all the formalities for setting up the enterprise, making sure that the investors receive the preferential treatment, and solving problems that may occur in business operation.
